ORGANIZATIONAL CONTEXT
These roles are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs), and report to a more senior VAM or Programme Policy Officer. Job holders operate independently and are involved in operational activities and related analytical work.
JOB PURPOSE
To contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).
KEY ACCOUNTABILITIES (not all-inclusive)
Within delegated authority, the Programme Policy Officer (Food Security and Vulnerability Analysis) will be mainly responsible for conducting food security assessments, generation of knowledge base on socio-economic and food security situation of the country with special focus on nutrition and climate change, and build up/maintain partnership with the key stakeholders on food security and vulnerability issues. The incumbent will specifically perform the following major duties:
Organize and conduct food security, vulnerability assessments in emergency and development context, produce reports and support operational planning.
Coordinate the joint Needs Assessments by the Food Security Cluster (FSC), including drafting of assessment tools, data analysis, drafting and finalization of assessment reports.
Organize and coordinate the FSC Technical Team meetings on assessments, prepare and distribute meeting minutes in due time.
Collect/develop, maintain and analyze information to support emergency preparedness i.e. risk analysis, early warning and contingency planning.
Liaise with FSC members, Humanitarian Coordination Task Team (HCTT), other Clusters and LCG DER on any issues related to needs assessment.
Contribute to Integrated Phase Classification (IPC) analysis with the findings from the needs assessment and link the IPC results both Acute and Chronic to the needs assessments.
Support WFP country office food security and vulnerability information management system by maintaining and updating databases of spatial, socioeconomic, nutritional and climate change related data.
Develop information products to strengthen WFP and partners’ knowledge base on food security and impacts of climate change on food security and nutrition. Develop data collection tools, data entry formats and training materials, carry out statistical analysis, archive data collection tools (e.g., questionnaires, etc.) and datasets from previous and ongoing assessments and secondary data sources. Strengthen the operational capacity of WFP country office, sub-offices staff and staff of relevant government institutions and local partners to conduct assessments, analysis and monitoring of food security.
Support Market assessment and market analysis to inform program decisions.
Establish and maintain sound relationships with national and international development partners and government agencies to promote easy exchange of data and information.
Support GIS mapping on food security analysis and geographic area targeting for programming.

Food Security Analysis Demonstrates ability to conduct structured food security analysis—Identify underlying macro and micro factors impacting food security of communities and countries. Provides findings and recommendations for the programmatic response.
Food Security Monitoring Manages the implementation of food security monitoring systems. Investigates any observed anomalies in the datasets and informs program management for operational response.
Technical Specialized Knowledge (e.g., Economics, Statistics, Public Health, Remote Sensing, GIS, etc.) Provides managerial and technical guidance for designing and conducting analyses, including computation, interpretation, and presentation of results for food security surveys and key indicators (comprehensive food security and vulnerability surveys, food security monitoring, implementing mobile surveys, market analysis, food consumption scores, coping strategies indices. data disaggregation, etc.)
Food Security Assessment Leads all aspects of surveys including design, implementation, analysis, findings and reporting. Ensures that assessment findings are easily translated into operational programmatic response.
Strategic Operational Understanding Demonstrates strong understanding of country operations to participate in response analysis exercises to improve the cohesion between analytical findings and programmatic response. Constructs evidence base underlying technical and policy advice given to stakeholders.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field.
Experience: At least 5 years experience in the relevant field i.e. Food Security, VAM, DRR, Environment, Statistical analysis.
Language: Fluency (level C) in English language and the duty station’s language, if different.
Software skill: SPSS, STATA, Arc GIS , QGIS
